Webb City is located in St. Francois County, Missouri and was founded on July 20, 1847 by John Webb and his family. The city was named after the Webb Family's home town of Webbport, Massachusetts. In 1863, the Union Army under General Ulysses S. Grant invaded Saint Francois County during the American Civil War and destroyed most of the local cotton plantations before advancing to nearby Rolla. The Battle of Rolla ended with a Union victory over Confederate forces though many people were killed or wounded including John Webb who was captured and executed as a military deserter. After the war ended, many families returned to Webb City which had grown significantly since it was destroyed by the war. In 1920, John Fenton purchased land in Webb City from David Hinton for $1 million making him one of its first residents. From 1925 until 1944, Joe Noyola served as Mayor of Webb City with distinction. Five mayors have served in that time period: Ethel Kavenaugh (1927-29), James Pogue (1933-35), George Brown (1945-49), Harry Andrews (1950-54), and Jane Byrne (2008-11).
