On November 3, 1870, Senator John Sherman introduced the Kansas-Missouri Compromise bill which would give Kansas all of what is now Missouri except for its eastern border with Iowa; Nebraska; and Wyoming (the last two counties were added in 1907). The measure failed because southern Republicans refused to concede any land without getting something in return (land acquisition had been one main issue during the Civil War). As a result of this rejection, cattle drives began arriving from Nebraska into Missouri in search of available land – one such drive led to disaster when Ulysses S. Grant's army discovered evidence that farmers were being robbed near present-day Springfield. This led to demands for harsher punishment from Grant as well as demonstrations against westernocentrism by local residents angry about how their state was being used as a base for robbery across America's landscape. In 1875, Senators Philip Hartman (D) and Orville Horman (R) successfully introduced legislation incorporating Washington into Jackson County which became the first county in Missouri to be organized under state law (following earlier attempts by settlers)).
