The first settlers in what is now Poplar Bluff were Peter and Mary Smith who arrived in 1839. They built a cabin on the bluffs and named their settlement after Poplar Creek which they saw running through their land. In 1845, John Fenton purchased the property from the Smiths. He began to build an log courthouse and farmhouse which he called "Fenton's Hill". By 1857, most of Poplar Bluff had been platted and it became a part of Clay County. The town was incorporated as a village on July 1, 1860. On January 1, 1865, it became one of six towns in Jefferson County when that county was created from parts of Clay and Johnson Counties. In 1870-71, William Hance developed some land west of town for horse racing purposes which made him one of the early settlers in that area. He also built a small mill which worked until 1909 when it went out of business because of competition from larger mills around town. During World War I (1914-18), Poplar Bluff served as an air raid shelter for nearby Saint Louis City during the European Theater Of Operations (ETO). According to the 2010 census, there are 981 people living in Poplar Bluff with 78% White American ancestry and 22% African American ancestry making it one of the most racially diverse places in America by percentage alone

Poplar Bluff, Missouri is a small town in St. Francois County, Missouri, United States. The population of the town was 2,922 at the 2010 census. Poplar Bluff is part of the Springfield-Springfield-Central Illinois Metropolitan Statistical Area. The first settler in what is now Poplar Bluff was Levi Ladd who arrived in 1837. He platted and named the community after his family's poplars that grew near their farmstead on Big Creek. By 1845, several other settlers had located here and by 1860 there were twenty-four people living in Poplar Bluff. A post office was founded here on July 3, 1860, and remained open until it was discontinued on October 15, 1871. In 1870–71 Jens Rasmussen built a log cabin at what is now known as Old Post Office Road 1 near present day Springdale while working for his father-in-law Ole Rasmussen. This became the first settlement east of the Mississippi River thatitemporary homes were erected downtown to accommodate residents during this time period when many immigrants lived outside of larger towns and cities due to religious or moral reasons. In 1872 Rasmussen married Ida Maynard and moved into their new home which they called "the old home". They had one daughter before moving out again for various reasons including health problems with Ida’s husband (who passed away). The last resident to live in Poplar Bluffs was Drusilla Borer who left for unknown reasons around 1925; however her ashes are buried at her original location next to her father's grave in Old Post Office Road 2A just south of today's courthouse square). Today only one house still stands from this early pioneer era: The White Housewhich served as a polling place during elections held here from 1868 until 1906 when all voting rights were transferred to Springfield because of an act by Congress known as the National Poll Tax Act which required citizens to pay a poll tax equal to two percent of their income if they resided within five miles (8 km) of any public election theater regardless whether they voted or not Residents generally enjoyed friendly relations with fellow citizens although some did experience racism based upon national origin such as African Americans being considered second class citizens despite having no say in local government affairs or receiving certain benefits such as education opportunities denied others because their families could afford it while white citizens received taxpayer funded services without ever having to ask for them . However even though these prejudices existed well beyondpoplar bluffs itself most residents tried hard not let anything bother them quite frankly life went on much like it always has been . One can walk through any business or house today and you will find items that date back centuries from when people actually worked here
The first white settlers in Poplar Bluff, Missouri were James and Ann Robertson who arrived in 1837. The community was named for Peter Mormon French, the first European to settle in what is now Poplar Bluff Township. The town grew rapidly during the 1840s as farmers settled here from Illinois, Kentucky, and other states. In 1851, a post office was established within the township and it remained in operation until it was discontinued in 1893. By 1865, all of present-day Poplar Bluff had been established. During the American Civil War, many soldiers from Missouri Came to Battle on various fronts including Arkansas and Mississippi where they engaged in combat at a time when such an act of bravery was highly esteemed by Unionists. Many soldiers from Poplar Bluff also fought on both sides and are honored with memorials throughout the township today. One such soldier is General John Smedley who served as Commanding Officer of First Brigade Louisiana Infantry Regiment during the war.
