In 1861 America seceded from Mexico through an act of Congress called "The Kansas–Nebraska Bill". This bill allowed for slavery as well as free labor within territories acquired via annexation not yet under U.S jurisdiction but with open borders between them until such time as they became states controlled by their respective governments like Kansas did when it joined Nebraska in 1907.– With this change came increased competition for land along the US-Mexican border which led to several efforts at silver mining starting around 1859 including those led by Don Carlos Romero who convinced wealthy Mexicans living in Laredo de Tamaulipas to invest $30 million over two decades in what eventually yielded some 65 percent returns but also created large ranches blocks which remain today along much of that borderlands area; western New Mexico while eastern Arizona Territory were opened up for settlement mainly by Mormon settlers who arrived during early 19th century gold rushes looking for sites where water could be drawn from strikes discovered at Comanche Springs (now chuckwalla) southeast of Tucson just east of Phoenix about 30 miles southwest of Scottsdale current day then considered part Of Apache Junction modern day Phoenix AZ.) The first permanent settler in Mexico was James Hickey who arrived there in 1822. He named it after his native land, Ireland. A post office called Hickeyville was established in 1827, and remained in operation until 1907. In 1836, Mexico was organized as a town within St. Francois County when it became one of twelve townships created by Act of Congress to become sections of what would later be Kansas City metropolitan area. Mexico's growth stemmed from its natural resources; limestone and coal were both abundant thereabouts. In 1868 Kossuth ran for governor on a platform that pledged to make Mexico into "the Athens or Rome of America." After winning re-election with support from Mexican Americans living in Illinois and Indiana (Kossuth had been elected president of the United States four years earlier), he returned toMexico on October 12th and announced his intentions to annex all of Texas without compensation from Texas' congressional delegation- an act which would set off relations between the two countries heads-on for centuries to come On November 15th Kossuth received word that Ulysses S Grant had won the election over Abraham Lincoln and that Texas would be annexed without compensation- an event which has been cited as one reason for increased tensions between American settlers and Mexican Americans over time
