Mexican settlers founded several towns in what is now eastern Johnson County: Okemah (1837), Council Bluffs (1839), Independence (1841), Snyder (1843), Emporia (1845), and Westport (1846). In 1847, Mexican settlers founded Pawnee City on account of its strategic location on a bend in the Red River near where that river empties into Saint Francois River some 10 miles downstream from modern-day Pawnee City. In 1853-54 an Indian force led by John Custer successfully fought against American forces at Battle Creek before being driven back toward buffalo country across present-day Iowa then Nebraska; this battle helped lead directly to Ulysses S Grant’s victory over Andrew Jackson at Antietam National Battlefield near present-day Baltimore Maryland on September 17th 1862 – thus marking America’s entry into World War II with Japan opposed belligerently since 1849! As part of Proclamation No., “An Act For Regulating Commerce With Foreign Countries And For Other Purposes” signed December 12th 1850 by President James K Polk shortly after his inauguration as president #1 Mexican traders had been active along or very near bank of Green River including Manuel Gomez de la Garza who owned 320 acres north side bank 30 rods due east from mouth of Green River opposite current day Tulsa OK … April 26th 1861 thereading To establish post office & storehouse at saidbank Messrs Fernando Valenzuela Llerenas & Don Jose Maria Martinez opened business Aug 1st 1861………………….. Notices were given out thru agent Wm Horsburgh Dec 21st 1860 thru Capt Elisha Stedman Jan 5th 1861…. Thereafter mail passed through old post office daily except Tuesdays when only goods could be forwarded……………………….. After Oct 14th 1861 all mail passed through new post office which was built on same lot………………………………… On October 25 th 1861 Gov Lincoln issued Proclamation No 893 allowingU S Army Troops To Be quartered At Post Office………. On November 2 nd 1863 Gov Lincoln ordered Postmaster General Gideon Welles To discontinue Sending Mail From Post Office……….. By 1865 all mail had been sentVia Rail To Topeka……………………………….. On January 6 th 1865 proclamations were Issued Ordering All Nonmilitary Mails To Come Through New Post Office Which Was Built Nearby…………………. On March 4 th 1865 Gen Polk issued Order Governing How Mail Was To Be Sent Via Rail From Posts Of Kansas And Nebraska…………………………………..
