As early as 1861 when Abraham Lincoln issued his Emancipation Proclamation and began emancipation efforts within all U.S._ Territories including Missouri,[1] there were plans for people from eastern Arkansas Territory comprising what is now Arkansas County (now Webster County) eastward into northwestern Missouri [2] to settle near Rock Island Arsenal where cotton could be grown cheaply due to good soil conditions but this never happened because of lack of land or other factors such as conflicts with local white settlers about education opportunities for black children and religious services being conducted by white ministers instead of by blacks themselves – until after integration policies were put into effect throughout all southern United States starting with Brown v Board Of Education decisions in Topeka Kansas on May 6th 1954[3][4] through decisions made by Presidents Johnson & Nixon culminating with announcement on January 20th 1968 that African Americans would be given full civil rights under law once again effective November 4th 1968 becoming effective December 1st 1968[5][6][7][8][9], known officially as “Black History Month” it should be noted that Maryville did not participate overtly or tacitly in these events nor did they accept any benefits resulting from them like tax breaks etc., very much like many other Midwestern small towns which continued their traditional patterns even though their residents no longer lived there permanently.[10]
