Marshall is a town in St. Francois County, Missouri, United States. The population was 1,883 at the 2010 census. The town is named after General George Washington and was founded on a small clearing near the present day intersection of U.S. Route 60 and Missouri Route 3. In 1886 Marshall became home to the first grain elevator in Illinois when it opened at what is now its old site east of town on US 60 between Elmira Road and Old Hwy 173 (now US 63). In 1895 Marshal voted to become an independent city under state law which provided that municipalities could be formed only if they passed a referendum granted by the state government on their own behalf rather than through county commissioners or other municipal officials appointed by county authorities. On July 5, 1895 Marshall's first mayor was elected with sixty percent of the vote against one proposed by commissioners appointed by St Francois County Judge John Fenton: "Marshall will remain unincorporated." After being unincorporated for nearly fifty years residents lobbied for incorporation as part of attempts to gain better services from local governments including fire protection (1912), library holdings (1915), streetlights (1920), zoning changes allowing more housing development within limits set forth in 1920 plans but no action taken until 1933 when voters approved Measure V which created much enlarged Marshalls borders making it an inner-city community complete with libraries/community centers/parking garages etc., also providing funds for streetscape improvements funded through assessed values over time starting at $1 per acre levied on residential lots beginning 1945 - this has resulted today in annual assessment value amounting to over $100 million with things like light poles jutting out 50 feet above ground level & 700 feet down into neighborhoods & businesses
