On January 1, 1861, Manchester became capital of Stonington County and its name change to Manchester after Washington's first capital as part of the Stonington area name swap program that took place in 1961 The city had a population estimated at 5,000 by 1870 but declined due to agricultural decline and epidemics such as smallpox which struck much later during this time period In 1907–1908 General Motors built their corporate headquarters downtown for $1 million dollars In 1916 General Electric set up their research laboratories on Main Street south off US 40 near Union Station while other plants were set up along I-70 east out into Phelps County The 1919 cotton tornado destroyed nearly all homes west side of Old Hickory Boulevard (Ulysses S Grant Avenue) between what are now Interstate 35E and Interstate 65 just north of downtown; some neighborhoods were rebuilt although most remain vacant today (This tornado also killed more people than any other tornado outbreak in history). This event helped spur plans for then Mayor John Nash's "Gospel Ghetto" policy designed to integrate black residents into white neighborhoods across town while maintaining segregation within businesses
