In 1837, the first target holders were put in place at Liberty Arsenal. The devices consisted of a post with a hole in it, and two leather straps around it to hold the target. Despite this lack of service coming from outside their borders - due mainly to terrain limitations - many residents voted against annexation by Topeka in 1912 because they felt they should have been able to control their own destiny."Topeka annexation vote"

McKinney managed to gain support not just from Libertarians like Lewis Hill but also Republicans including future Vice President George H W Bush.

When he won election as Congressman in 1964 with almost 60% percent of the vote he declared "Liberty has come back!"
Two years later however KCMO lost its charter which led directly to Steeles' ownership starting up KCMO Railways which finally gained full charter status in 1976.

Today steel production still plays a major role at KCMO Railways with locomotives being used both for freight service within KCMO itself as well as providing passenger trains between STL and KS cities.
