Liberty is a small town in Jackson County, Missouri, United States. The population was 2,898 at the 2010 census. It is part of the Kansas City Metropolitan Area. The town was founded in 1827 by General James K. Polk and named for George Washington's home state of Virginia, where he had been born in 1785. Liberty was platted in 1830 and named for John Adams' home state of Massachusetts, where he had also been born in 1775. The first settler to arrive in what is now Liberty was Isaac Day on November 16, 1830. In 1837 Liberty became a county seat under the terms of the Kansas Territory Organic Act and was renamed Independence when that territory came into being on January 14, 1840. On July 1, 1847 Missouri Legislature passed an act incorporating Liberty as a city with its own government and police force within the newly formed city limits. The incorporation took place on August 10th after much debate between residents and proponents of cityhood who were concerned about the effect that incorporation would have on their personal property rights; however it soon emerged that many citizens did not want to move from their rural homes or live close enough to work for city merchants while still enjoying limited civil liberties befitting a township status quo (such as no electioneering). On December 15th 1860 Confederate Brigadier General Sterling Price laid siege to Liberty during his raid through western Missouri searching for Unionists who had helped escape from Fort Donelson towards Memphis following Union victory over Major General Robert Ewell's army at Second Battle of Bull Run two weeks earlier; Price failed to gain entry into Liberty without firing upon houses which killed five people including one woman and three children before withdrawing leaving behind destruction valued at $4,000 ($ as of 2019). In 1865 Congress passed an act annexing Liberty back into Jackson County effective February 3rd following Confederate defeat at Pea Ridge; this restored most civil rights lost since 1860 although only voting privileges were granted to African Americans until 1968 when they were re-enfranchised with full voting rights via passage of the Voting Rights Act Amendments
