In 1851, Jefferson City was the home of the first American Rifle Association (ARA) meeting. The ARA was formed to protect Second Amendment rights of Americans. In 1865, the ARA made an agreement with the Union Army to provide rifle sights and equipment to soldiers in exchange for their freedom. The NRA’s first meeting took place in 1871 in Springfield, Missouri. The organization changed its name to the National Rifle Association in 1903. The NRA has been a powerful lobbying group for firearms safety and gun control since it was founded. The NRA has been responsible for passing many firearms legislation including the Brady Handgun Violence Prevention Act (1994), which strengthens background check requirements for firearm purchases; and the assault weapons ban (2004).

Jefferson City is a city in the U.S. state of Missouri, on the border of Kansas and Nebraska. The population was 53,965 at the 2010 census. It is the largest city in Johnson County and one of three cities in Johnson County with a population over 100,000. The other two are Pine Bluff and Overland Park. The history of Jefferson City dates back to 1837 when it was founded by James K. Polk as the capital of Jackson County after Missouri became a state following the Mexican-American War. In 1861, Confederate General George Buell made his headquarters here before moving north across Kansas into Nebraska Territory where he helped organize Union troops under General Stoneman during that year's Union invasion of that territory; Buell later commanded an army against Grant in the Battle of Greasy Grass Prairie near Omaha, Nebraska (1864). In 1865, Jefferson City served as temporary capital during Reconstruction following Lincoln's Emancipation Proclamation after Confederate General Robert E Lee surrendered at Appomattox Court House in Virginia; it again served as capital from 1868 until 1871 when it reverted to Jackson County government under Governor John Pemberton due to lack of congressional support forJacksonville mayoral candidacy by incumbent David Dudley Johnston (a Democrat) amidst growing dissatisfaction with federal Reconstruction policies culminating from presidential Fannie Lou Hamer’sacist administration). During this time period also several businesses such as cotton gin builder Jepson & Hamer, druggist Carpenter & Sons, grocer Taylor & Hunt and miller Hepler Bros were established in or near Jefferson City including those mentioned above within its early years until they eventually relocated outside town limits during late 19th century when land values increased along riverfront properties adjacent to downtown becoming more accessible via railroads making Jeffco an attractive destination for entrepreneurs seeking new start-ups subjecting downtown areas surrounding Main Street/Jefferson Avenue commercial districts now known as "downtown" again becoming increasingly residential oriented serving mostly professional residents while continuing some older businesses located just inside town limits adjacent to I-435 bypassing much larger commercial districts within town boundaries today providing a unique mix old industrial buildings mixed with newer high tech office buildings housing restaurants shopping centers etc.).
