He and his family moved to what is now Jefferson City from Nauvoo, Illinois after being forced out by Joseph Smith's LDS Church during the Burning of Nauvoo (1846). However, this new boomtown failed to achieve similar success as other sites throughout central Missouri due to political instability caused by Clarks' conflict with then-Governor Jay Cooke over control of Ulysses S. Grant's Indian Affairs Department; tension also developed between Clark and Cooke's overlords within Mormon priesthoods over religious conversions among Native Americans; and agricultural failures hampered production at Columbia Mines while gold prices plummeted following discovery strikes elsewhere in North America (eager miners instead invested their money into silver bars). On December 12, 1838 Governor Andrew Johnson issued a proclamation creating Jefferson City from parts of Randolph County including that which now includesKansasCity; this event marks America's first municipal incorporation legislation since 1792 when Providence Plantations incorporated its citizens into a single town center form called Bostonheights which later became New York City (). The opening ball for locals becoming citizens wore an American flag rather than an English Union Jack because no British subjects were admitted until 1840 when all but two Randolph County towns had their own charter revoked (#1 & #2) as part of Johnson's Executive Order No.: 11–3–1840 (the last order signed before his impeachment).
