The first firearms in Jefferson City were a small collection of pistols and rifles that were donated by the local gunsmith, John C. Frary. The guns were used for personal protection and ceremonial purposes. In 1838, the city began to grow rapidly and new businesses opened up, which made it necessary to start purchasing firearms for their employees. The first place to findguns in town was the armory on Second Street. It was here that Mayor Valentine bought his first pistol from Mr. Frary. In 1839, the city hired George Stephenson as its City Marshal and he needed a weapon to protect himself while performing his duties. He purchased two pistols from Mr. Frary and they served as his primary weapons until he was replaced in 1861 by James Worthy. At this time, the City Arms Shop began selling handguns under the name of "James Worthy's Armory." By 1855, there were over 30 pistol dealers in town and most of them had their own arsenals where they could keep handgun inventory on hand so that they could sell what they produced each year. When the Action Pistol Company started making revolvers in 1857, those arsenals quickly became redundant since everyone already had revolvers manufactured by other companies! In 1860, Missouri became a state and Jefferson City lost its right to sell arms; however, it still retained its municipal status so it continued to be able to purchase weaponry from various suppliers including Mr. Frary's armory which functioned as an importer until 1865 when it closed down due to financial difficulties caused byincreased competition from neighboring townships In 1865, Wilburn & Smith established themselves as a firm specializing in producing military goods including handguns ateliers across town until 1870 when everything went out of business due largely to prohibitionism . By this time though, some residents had formed their own organizations such as the Citizens' Committee Against Importation (CCAI) who lobbied successfully for arms control measures within state government
