In 1824, Samuel Hosea Butler surveyed what would become Jefferson City and submitted a plat to the state for incorporation as an Arkansas town but it did not pass until February 9, 1830 when Territorial Governor Joseph Ralston approved it on the grounds that it was within Missouri's sphere of jurisdiction In 1832, $1 million were contributed to build three brick churches – First Presbyterian Church (1832), Second Presbyterian Church (1833) and Third Presbyterian Church (1834). The following year saw another donation for a school which would serve as the cornerstone for Union High School now known as Scott University buildings which opened September 15th, 1840 The first courthouse in what became Jefferson City was built on Main Street between 1st & 2nd Streets soon after Independence Day in 1836 by then Territory Attorney George Tilton It moved to 5th Street between Washington & Market Streets branches soon afterwards In 1840–41 there was an attempt by then Territorial Governor Lewis Cass to annex part of Randolph County including present day Jefferson City because he felt Randolph had been neglected by the Kansas Territory government This failed when territorial representatives refused to ratify annexation without guarantees from their Missouri counterparts On January 16th, 1845 Clay Aiken received news from President Abraham Lincoln that Missouri had won election via caucus over Kansasites candidate Andrew Johnson with 54% of the vote against Johnson's 42% due to fraud allegations made against him
