He also began work on developing plans for what would become downtown Independence; this effort culminated with the construction of the city hall building in 1924. Thanks also to Moberly's leadership, federal funding eventually came available to help support local development initiatives such as housing projects and community centers throughout the town postwar era. In recent decades, however, there have been several factors contributing to declining interest in Independence: changes in economic conditions have made it more difficult for farmers and other rural residents to maintain their businesses; city development has taken precedence over agriculture or rural life; while racial tension remains an issue here and elsewhere in St Louis County, it is generally less pronounced than it has been in past decades outside of downtown areas

The town of Independence, Missouri was founded on November 17, 1801 by a group of English pioneers. The town was named after the capital of the United States, Philadelphia. The first settler in Independence was William Bainbridge. In 1803, the town became part of the Territory of Missouri. On December 3, 1821, Independence became a state within the United States and was renamed to Missouri.
