In 1865, following Confederate surrender at Appomattox Court House outside Richmond Virginia, much of north-central Missouri reverted back to Union control as part of Reconstruction along with most other southern states before becoming readmitted to the United States in 1870 under President Ulysses S Grant's Thirteenth Amendment which granted voting rights to citizens regardless of race or color. The Freedmen's Bureau administered affairs until1871 when local authorities were taken over by both Republican and Democratic governments until 11 November 1898 –one week before American entry into World War One –when military forces took control and Indian removal began across much of western Missouri pursuant to Ulysses S Grant's Executive Order No 1066 which also ordered all African Americans living east or south thereof must leave within 48 hours unless enrolled in school or working on public land adjacent thereto free men and free women insurance policies were obtainable from agents appointed by Interior Department upon presentation thereof to government officials conducting patrols through unaffected areas; however, large numbers failed to comply without violence or death from force or neglect .
