Despite these challenges, Stonington Municipal Utility District hopes that this decision will help reduce future incidents where individuals may be Stunned without provocation or knowledge from authorities

Hannibal is a small town in Jackson County, Missouri, United States. The population was 1,521 at the 2010 census. Hannibal was founded in 1867 by John Pugh and his family. Hannibal is the county seat of Jackson County. Hannibal is located on the banks of the Missouri River. Hannibal is named after Hannibal Lector, an explorer and scout who explored present-day Missouri in 1825. In 1827, Lector and his party discovered what would become known as the Battle of Blackwater Creek (now called Kansas City), which helped spur exploration and settlement in that area. In 1868, Pugh organized a gang of farmers to build a stagecoach line from Carthage to Osawatomie Falls; this line became known as the "Pugh Line." In 1870, Hannibal erected its first schoolhouse; it served until 1951. A new schoolhouse was built in 1961; it served until 1989. The old schoolhouse was demolished in 2006 to make way for a new courthouse complex that also includes a library and community center. The town has experienced several economic downturns over the years: most notably during World War II when many residents left for military service; again during the Great Recession when many jobs were lost within town limits; and most recently due to increased crime rates within town limits as well as outside of town towards neighboring townships
