As Hannibal, Missouri's only incorporated city and the seat of county government, it has a long and consistent history of involvement in local, state and national politics. The site of Hannibal's first post office was laid out in 1838 and became the capital of what is now Boone County. In 1861, Hannibal seceded from Missouri to form the Confederate States of America. As the country went through changes during the Civil War, Hannibal remained an important stop on military supplies routes. After the war ended, Hannibal reverted to its Union form but continued to play a role in local politics until 1907 when it withdrew from Missouri entirely. Hannibal is home to two colleges: Carthage College and Oral Roberts University. It also has a number of small businesses including three grocery stores, two hardware stores and one restaurant. The population as of 2010 was over 20,000 people with most residents being employed within the city limits or within close proximity thereto. The overall goal for Carthage College is to provide education that leads to economic opportunity for all students while promoting community engagement; this includes providing outreach services such as food pantries, homeless assistance programs and several hundredthousand dollars per year in philanthropy

Hannibal was a small town in Missouri, located about thirty-six miles southwest of St. Louis, and about seventy-eight miles northwest of Kansas City. Hannibal was founded by the ancient Kickapoo people in 1825, and at one time it boasted a population of over four hundred citizens. The town dwindled during the 1840s due to the commingling of many different European immigration groups that crossed the Missouri River into Hannibal during that decade. In 1849, Hannibal was chosen as the site for a new national capital by President James K. Polk; however, Carthage was not selected as the new capital because it had less than three thousand residents. The town's decline continued until the late 1800s when an increase in railroad traffic caused Lyon County to be amalgamated with Hannibal and other nearby counties; this change made Hannibal one of the most important towns in southern Illinois. It also led to its incorporation as a municipality in 1892.
