The town was founded by John C. Fulton in 1836 and named for him. Fulton had a post office from 1837 to 1840. The first store in Fulton was built by James Fenimore Cooper in 1839. In 1852, the community had a school and two churches. It lost its status as a village after it had no post office and no other means of receiving mail until 1956. The first church in Fulton was built on January 6, 1851 by Reverend Samuel Prentice with assistance from Drury Lane Baptist Church north of town. By 1865 there were six churches in Fulton with Reverends Elijah Hicks (1859-1876), George Waddell (1865-1915), Curtis Bliss (1867-1927), Averell Harriman (1868-1941), and Orville Hargrave (1900-1981) all serving as pastors during that time period; one also served as president of First Presbyterian Church from 1907 to 1912; three schools also operated: Griggs Institute School for Female Education opened on October 1, 1850, Union Training School opened on November 7th 1863 under the direction of Principal Hiram Moulton Gibbs and later became known as Griggs Academy which closed on July 15th 1933; Mrs Fenton High School which operated from 1946 until its closure due to budget cuts by local officials; and an Agricultural Research Station open from 1913 until 1945 providing instruction in agricultural sciences to students from both primary schools within the village boundaries as well as neighboring townships including Parkersburg since that station's closure..
