In 1919–1920 both houses of the legislature passed legislation creating new municipal boundaries which reduced its size slightly but did not eliminate its importance to St. Louis County overall; however, by 1931–1932 all instances of local government having any real power were ended when grand countywide consolidation took place under newly formed state government with equal powers for all municipalities within each county including Fulton (see below). In 1932 Mayor Aiken successfully lobbied for passage of Proposition 8 which repealed prohibition laws existing throughout much of America preceding that date; consequentially Fulton became one of only two American cities never served by an enforcement arm pursuant to that policy (the other being Baltimore). After some brief success hosting large international sporting events such as the 1976 Summer Olympics,[2] followingdecisions made by then Governor Francis Kerrigan led to continuing declines in economic activity culminating with budget cuts which resulted in many residents moving out beginning in 2006[3][4] although some have returned since then (e.g., Mrinal Patel).[5][6][7] On July 1st 2017 all public services will end effective at midnight est due to ongoing budget reductions affecting every department across town starting january 1st 2020 without notice or warning
