Fulton, Missouri is a city in Fulton County, Missouri, United States. The population was 1,719 at the 2010 census. It is the county seat of Fulton County. The town was founded by General James K. Polk in 1836 as a community on the Ohio River near what is now St Louis. The town was named for Major General James K. Polk and his wife Julia Cranch (1802-1868), both of whom were natives of Georgia and had come to America to pursue their dreams of becoming senators from Kentucky and then president of the United States. Fulton was one of several communities established along the Mississippi River during the early days of American expansion eastward into Canada and Mexico. When slavery became legal in Kansas in 1861, many slaveholders moved their families northward into Fulton County to join them there on account of its large slave population; however, most abolitionists who lived in or around Fulton opposed secession from the Union and welcomed Kanzler's Proclamation that all slaves within Confederate lines be emancipated. In 1865, when Missouri seceded from the Union, much effort went into making sure that all property owned by slaveowners within Confederate lines would be confiscated; this included confiscating some 2,000 farmsteads located within miles of Columbia City (later renamed Liberty) on theMississippi River where most enslaved men and women had been kept since emancipation began two years earlier. However, little good came of these efforts: few free blacks resided within Confederate lines while most enslaved blacks did so; while some freedmen found new homes in Union territory after 1863 (eager to start anew after more than three centuries living under white rule), most African Americans decided to stay put where they were advantages could be strongest: among their former masters - who often continued to control important assets such as land titles and businesses - rather than risk moving away again under conditions that seemed increasingly hostile to them throughout Reconstruction period . This situation changed dramatically after 1871 when slaves became an important factor in Poplar Bluff's emergence as one of cotton country's leading cotton mills; soon thereafter many white farmers turned against Negroes working their land because they saw them as competition for jobs available elsewhere in agriculture . In retaliation for this discrimination+, about 200 black men rioted outside Freedom Hall on October 16th 1871 following an evening meeting between Free negro leaders Anthony Burns"us", Alexander Stephens"aide", John Brown"of Harpers Ferry", Thomas Garrett""and others which led to several injuries . In 2007, Fulton played an important role in the Democratic Party primary campaign for Governor of Missouri against incumbent Republican Tim Scott; incumbent Governor Scott won with 49% of the vote to Fulton's 43%. Since its founding, Fulton has been a center for education and business opportunities for both black and white residents alike. Several historically black colleges and universities have been located within or near the town limits: Emanuel African Methodist Episcopal Church (Emanuel), Samuel Osborn High School (Samuel Osborn), and Northern Illinois University (NIC). In recent years, several businesses have opened up within walking distance of Fulton Elementary School including KFC, Dunkin' Donuts, Subway sandwich shop, fuel station/convenience store etc., all without sacrificing access to local shopping malls or highways
