Scope mounts have been a part of Florissant's history for over 50 years. In 1949, the city of Florissant passed a resolution to have "a suitable and permanent mounting place for an optical instrument on the roof of City Hall." The first scope mount was installed in 1951. The original scope mount was made from metal and wood. It was located on the east side of City Hall. Over time, other locations were mounted on City Hall including on top of the main building in 1957, and on top of the north tower in 1978. In 1984, a new scope mount installation was completed at the Park Elementary School near downtown Florissant. This new mount consisted of two large aluminum circles that could hold up to 11 optics devices. The current scope mounts at City Hall were first installed in 1993 by Bob Kappelhof & Sons Incorporated. These mounts are made out of fiberglass and plastic and are used to support telescopes with a diameter greater than 25 inches or larger. They are also used to support telescopes with a weight greater than 500 pounds or less than 18 ounces per lens tube. Florissant, Missouri is a small town in the eastern part of the state of Missouri. It was founded in 1837 by German immigrants. The population was 4,633 at the 2010 census. Florissant is located on the east side of the river St. Marys. The town is named after Flora, an early settler and mother of four children who lived there for many years with her husband Jesse Burkholder. Burkholder donated land to make up what became Florissant Township and built a house on it in 1837. His wife also helped build a school and two churches in Florissant before moving away in 1851. The first post office was established in Florissant on December 14, 1839, by George Hahnbrunner Jr., who later became governor of Missouri. In 1860, Julius Weiland opened a general store here which became one of the most important businesses in town until it closed its doors around 1880 due to lack of customers or competition from other stores closer to town. In 1865, local farmers formed a Mechanics Union that successfully opposed efforts by Governor Nicholas Pryor to increase their wages through legislation called the Compromise Of 1866 which gave more power to farmers over labor unions statewide but did not affect Florissant specifically. This union led to increased violence against workers and their families throughout the 1870s as Pryor tried to force them into line with his conservative views on education and social policy. When much of rural Missouri left for Kansas during the American Civil War (1861-1865), Florissant remained steadfastly pro-Union and quickly developed into one of its largest black neighborhoods outside Jackson County (Kansas). Many residents had been forced out of their homes duringthe war because they were ownerless slaves or lacked enough money for food or shelter; some settled here permanently after returning home (). Florissant is a town in St. Francois County, Missouri, United States. The population was 579 at the 2010 census. It is part of the Springfield, MO Metropolitan Statistical Area. Florissant was laid out in 1837 by farmers who came from Illinois and named their new town after the then-recently founded city of Florissant in Louisiana. The original plat for the town was filed on November 2, 1837 by Captain Samuel Fenton and James Hinton. The first store opened in 1840 on State Street between US Route 66 and US Route 50. By 1845, there were six stores and two hotels in Florissant with a total population of about 100 people. In 1847, General John Custer's army camped within one mile (1 km) of Florissant on his way to Little Rock; as a result, many farmers brought their livestock to the nearby military encampment to graze while they awaited news of whether or not they would be fighting against Custer. When war did break out in 1850, most of the cattle that had been brought over went back home before it was too late and most of the menfolk served during the war; however, some women stayed behind to help care for their husbands' livestock until they returned home safe and sound. In 1862 when Confederate General Robert Ewell invaded Missouri along I-70 near Florissant while Union General William Tecumseh Sherman was besieging Corinth, Colonel Edward Sanger took command ofmens forces garrisoning Camp Perry outside Florissant just prior to Lee's surrender at Appomattox Court House on April 9th 1865; all around 1 million items were occupied by Confederate troops during this time including foodstuffs such as flour and bacon which may have caused some residents substantial losses due to market demand fluctuations following America's entry into World War II that lasted until 1945 despite repeated assurances from President Franklin D Roosevelt that no American civilians would be harmed reprisals against innocent civilians living within captured enemy territory notwithstanding recent declarations by both he & his advisors regarding "the morality"of such reprisals which are now being seen as unjustified because those same troops were later forced march through towns like DresdenAachen Germany carrying heavy artillery ammunition looted from civilian populationsWagram Austria weeks earlier without any warning whatsoever having any impact whatsoever upon either military objectives or civilian populations thereby violating international law
