The first permanent settler in Festus was John Brinkerhoff, who arrived in 1796. He built a cabin on the site of present-day downtown Festus and began trading with Indians. In 1805, he married Martha Ann Hinkley and took up land around what is now the northwest corner of Third and Elm streets. He named his new town after himself, Festus (Latin for "fruitful"). In 1814, settlers from Illinois founded a log cabin near present-day Florissant Valley to trade with Native Americans. A group of men from Missouri under the leadership of General James Kuehn set out to explore this new region in 1816. They traveled along the Arkansas River until they reached what is now Fort Leavenworth on April 15th. From there they advanced eastward and found their way to what is now St. Louis on July 6th, 1816 On November 3rd, Congress passed an act authorizingeastward settlement by citizens of Missouri under military escort across state lines withoutvt permits or compensation provided by those states involved; this act became law on December 1st and established Fort Leavenworth as the eastern terminus for Missouri's western expansion into Kansas Territory).
