The ordinance became effective on July 1, 1916 and required all pistols to be registered with the city clerk and carried in a locked container at all times. Gun owners were also required to present their licenses when requested by city officials. The magazine-based handgun ban was repealed in 1919 after local firearms dealers refused to sell any pistols that did not include a magazine. The repeal followed a series of lawsuits filed by gunowners who claimed they were violated by the ordinance.

Festus is a small town in rural Missouri, founded in 1836 by John C. Fremont and his brother-in-law, GeorgeArmstrong. The town grew up around the courthouse, which still stands today. In 1892, Festus became the site of the first electric power plant in Missouri. Today, Festus is a small community with a population of about 350 people. Festus was originally named "Fremont City." A group of settlers from Illinois arrived in 1836 and decided to name their new community after General Andrew Jackson. When Andrew Jackson was elected president that year, many residents of Illinois changed their names to honor him. Accordingly, Fremont City became Festus on December 12th, 1836. The first store in Festus opened its doors on October 15th, 1837. At that time, there were only three families living in Festus – John C. Fremont (the father), George Armstrong (the son), and James Hickey (the grandson). The first school was built in 1840 and operated for one semester; it was replaced by a more recent building the following year. The post office at Festus opened on November 3rd, 1840; it continued operation until it closed on May 6th of that year because of financial difficulties caused by the American Civil War. The early pioneers who lived here included Fremont himself and his two sons John and Jameson Fremont Jr.; plus George Armstrong’s wife Jane Hickey; plus various other family members who came over during this time period including William Robinson (a farmer who moved here from Ohio); Amos Eaton (a blacksmith); Isaac Noyes (a farmer from New York); Phebe Marbury (an enslaved woman from Virginia). After the war ended in 1865, most of these pioneer families left town as they found better opportunities elsewhere within Missouri or outside America altogether. However, some remain locally through agriculture or tourism today such asGeorge Armstrong’s grandson Jameson Fremount III., who brings Folklore Night performances to take place at the old courthouse every October since 2006 It has been said that “Fremont City may have gone out of business but its spirit never did” For years afterwards many people would come downtown for lunch or just stop into stores while they awaited shuttle service back home to their respective townships across county line

Festus was a town in Vernon County, Missouri, United States. The population was 1,752 at the 2000 census. It is named after Festus Porter, an early settler and politician. Festus was founded by George Poplar in 1836. By 1840, the town had increased to 2 settlers and three buildings. In 1845, the post office was established at Festus with David Henschel as the first Postmaster. In 1851, John Denton set up a gristmill on the river near present-day Rockside Park and continued to operate it until his death in 1903. In 1861, there were 11 residents of Festus who voted to secede from Vernon County over disagreements about taxes and government control of education in the county. The county seat became Prairie City when that city was incorporated in 1868. In 1870, farming began developing around Festus and Rockport along the river; this led to increased trade with nearby Bentonville and Springfield during that era. A flour mill started operation at Fort Wayne on the river in 1886 but ceased operations due to lack of water resources; it reopened in 1889 under new ownership. The modern day Town of Festus consolidated with Vernon Township on March 16th 2001 pursuant to a merger agreement between both towns which had been agreed upon two years earlier. According to state law then in effect (and still effective), consolidation would have made all residents of both towns equally vested with all local rights and responsibilities including taxation within their respective townships – something which many people felt did not take into account their individual cultural backgrounds or abilities as entrepreneurs or business owners etc.). However following public outcry against this decision by some individuals within festusesOWNS (specifically several members of the town board) attempts were made by township officials (through negotiations with state legislators) over successive months culminating on March 16th 2001 when both communities finally merged into one single municipality - effectively cancelling any potential objections from either group should such similar developments occur again in future!
