Excelsior Springs, Missouri is a small town in Will County, Missouri. The population was 1,898 at the 2000 census. It is part of the St. Louis metropolitan area. The community was founded by General James Boggs in 1857 as a small farming village on the south side of the river near present day Excelsior Springs Boulevard and State Route 159. The first post office was established in 1857 and named for General James Boggs's father-in-law, David Baird. In 1870, Excelsior Springs incorporated as a town under the name of Crystal City. The first mayor was John Haughey and the first recorder was Wm. Fenton Higgins Sr.. In 1912, when Missouri became an all-white state, Excelsior Springs discontinued its black residents and integrated into white society with a new school board and government. In 1945, during World War II, Excelsior Springs became headquarters for Air Technical Services Command (ATSC) after it relocated from nearby Kansas City to Topeka following tornado damage there in 1944. After V-E Day on September 11th 1945 many Midwest airmen returned home to their families – including many from Illinois – who were living in excelsior springs before returning stateside via Amtrak trainloads or carloads to their old homes; most arrived just before Christmas Eve 1946 The post office closed on October 15th 1951 due to changes in postal service which opened up more mailboxes throughout America due to wartime rationing; however some mail still remained delivered through excelsior springs until 1954 Excelsiorspring also continued operation of its own police department until that department disbanded December 31st 1953 On January 1st 1960, when St Louis Metropolitan Area merged with other areas within Missouri it absorbed all former Truman County municipalities except Crystal City which joined neighboring Ferguson County effective February 1st 1960 During this time Ferguson county also lost its seat on the city council soCrystal City ceased serving as an unincorporated community altogether .
