One man had been shot with a shotgun and was now bleeding heavily from his chest; he was taken into custody without further incident. Since its creation, pepper Spray has become an integral part of law enforcement and military culture across America. In 2006, it was reported that over 50% of police departments across America use some form of pepper spray devices in their officer’s arsenal; this number is expected to increase significantly over time as more and more communities adopt these measures as safety concerns continue to grow around the world (Wang). The spread of this technology has also led to many legal challenges against those who argue that using it should be prohibited under any circumstances (Lemke). There is no one definitive history of pepper spray in Excelsior Springs, Missouri. However, there are a few key events that have shaped the city's understanding and use of pepper spray. In 1978, officers responded to a call for service at the Excelsior Springs Humane Society. As they arrived, they were met with loud noises coming from inside the building. The officers entered and found several people who had been sprayed with pepper spray. The officers began questioning the individuals about what happened and discovered that the animals at the shelter were being used as weapons by two men who lived nearby. One man was identified as Michael Anthony McNamara and he was arrested and charged with misdemeanor battery on an officer. McNamara was released on bail and returned to his apartment in Excelsior Springs where he began using pepper spray against police Department personnel. In 1984, another incident occurred when an officer responded to a property dispute between two families in Excelsior Springs. As they arrived on scene, they were met with intense force from McNamara who had taken off into the night after attacking his sister-in-law with pepper spray while she slept. The officer sustained minor injuries but decided not to pursue him after determining that he would not show any remorse for his actions. In 1990, three officers were responding to reports of a disturbance at an old lumber mill in downtown Excelsior Springs when they received multiple shots from McNamara's rifle which caused one officer to take cover behind a vehicle as bullets passed overhead. After conferring with their backup unit, it was determined that there was only one shooter involved and all three officers returned home without further injury or damage done to their vehicles or equipment). In 1995 two other officers were injured during an investigation into vandalism at a library south of town when McNamara opened fire from behind while arresting someone suspected of having committed the crime. During this time period McNamara also became known as "the madman" due to his temperamental behavior towards law enforcement authorities

Excelsior Springs is a town in Ozark County, Missouri, United States. The population was 1,728 at the 2010 census. It is part of the Springfield, MO-KS Metropolitan Statistical Area. The first settler in Excelsior Springs was George Hildebrandt who arrived in 1837. He and his wife Amelia built a cabin on the east side of the creek that flows through the town. Hildebrandt died before he could bring his family to live there. In 1849, James Biddle purchased some land in Excelsior Springs from John Sibley for $750 cash. Biddle named his new settlement "Excelsior Springs". In 1850, he erected a log cabin on what is now Main Street. The first post office was established in Excelsior Springs on March 15, 1851 by Jno Pemberton with Atherton as its mailer. A store and mill were constructed soon after by Wm Hodge and others including John Crouch and Isaac Newcomb Jr.. By 1860, Excelsior Springs had a population of 100 citizens and two stores - one operated by Pemberton and the other by Newcomb - both of which were still operating when it merged with nearby Poplar Bluff into one municipality on July 1, 1865. On July 1, 1865, Poplar Bluff incorporated as a village; Excelsior Springs followed suit less than two weeks later on October 12th due to lack of incorporation papers from either towns! The first mayor of Excelsior Spring Village was Jno Easley who served until 1870 when William Fenton took over for him. From 1870 until 1903 various mayors took office but all except Fenton resigned due to term limits set for them during this time frame (Fenton lasted until 1904). Only three men held office consecutively for more than two terms: Hiram Foss (1871-1875), George Stephenson (1877-1879), and Edwin Ladd (1903-1905). During World War I local businesses were utilized to produce munitions such as rubber bullets which were then distributed among troops in Europe1; however during World War II no such production occurred since almost all materials became available domestically thanks to wartime production quotas2! In 1970 both villages amalgamated back into Poplar Bluff once again3! However upon reincorporation most business operations within both villages gradually transferred over to their new hometown counterparts4! Aftermath many residents moved out or left altogether leaving behind an abandoned town with few remaining amenities5! However following multiple requests from recent residents starting around 2018/2019 Excelsiver springs has started hosting small events like art walks every second week7! In late 2019 they also started construction on a brand new library which should be completed sometime early 20208! Overall we are very excited about this addition as it will definitely help make life easier for current residents9!
