Excelsior Springs is a small town in Boone County, Missouri, United States. The population was 2,711 at the 2010 census. It is part of the Springfield-Riverton Micropolitan Statistical Area. Excelsior Springs was laid out in 1836 by Major General James K. Polk as a new seat for his regiment of cavalry known as "The Old Guard" under command of Brigadier General John C. Fremont. In 1847, Municipal Court Judge Samuel Groom donated land east of Commercial Street for a public school which opened on November 1, 1847 In 1870, Excelsior Springs became a station on the Northern Pacific Railroad when it extended its line through Boone County and included Excelsior Springs in its train service between Springfield and Kansas City On October 15th 1984, demolishing an old church complex dating back to 1860 in order to build Interstate 70 through town caused much outcry among local residents who considered it an intrusion into their community The present day courthouse complex was completed in 1996 after years of planning and fundraising led by then Mayor Tom Foley along with help from many other citizens including future Congressman Tim Bishop . The courthouse has been used both for court purposes as well as meetings related to downtown development plans such as those proposed for Riverton Square . As part of downtown redevelopment plans approved by city council members earlier this year , work will begin on remodeling all six buildings into one large structure known as “The Commons” which will include restaurants and shops inside while also providing office space within . Plans are also underway to add two additional stories onto one building adjacent to the current courthouse complex making it possible for courtrooms to grow even larger while still accommodating needed courtroom expansion over time
