In 1974, when Wilson County merged into neighboring Jefferson County, Excelsior Springs remained an unincorporated community within Jefferson County with its own police department andPost Office until 2003 when it joined Wilson County's under one jail system under countywide governance effective that year due to budget cuts made by then-Governor Jay Nixon (D).
