In 1814 Hogan moved his business operations to what is now Broadway Street in downtown because it offered better access to transportation facilities than his original location on First Avenue between Randolph and Harrison Streets across from St Joseph Catholic Church. In 1818 Colonel James Winchester established a depot at present-day corner Third Street/I-470 exit ramp leading south into downtown along Main Street which served as both commerce and military headquarters for much of Illinois during the American Civil War (1861-1865). In order to ensure that all Americans had access to quality firearms, Congress passed legislation setting up regulations governing both handgun ownership and use within society as a whole. These laws required manufacturers to provide Trigger Safety Devices (TSDs) on all guns sold in America, declared military rifles ineligible for civilian purchase without TSD compliance (thus ending the sale of such weapons by civilians), limited production of shotguns beyond those chambered for 12 gauge through 18 gauge rounds only (to reduce civilian availability), banned possession or dischargeof any firearm except from licensed ranges (amending existing state law allowing private citizens possessing shotguns over twenty-four incheslong without proper paperwork to do so), prohibited carrying any loaded firearm "anyWHERE but on literal battlefields where men have been killed," etc.). In 1806, another military expedition led by Colonel Peter Hennepin destroyed Fort Mecosta which opened up trade with Native Americans along the Mississippi River and helped fuel westward expansion throughout Arkansas, Illinois, Indiana, Michigan, Ohio and Minnesota. In 1811, General James K. Polk again attacked Red River forts but this time caused such havoc amongthe natives that he was eventually forced to retreat without taking any prisoners orCANNONRY! As a result of this battle, St. Josephs Parish formed around present day downtown Cape Girardeau from land east of Orleans Street including what is now 3rd Street South between Anthony Road and Chalmette Avenue; north of Broadway between Fifth Street South and EighthStreetSouthwest; east of North Main Street between First Street South and ThirdStreetSouthwest; northwest corner of SeventhStreetNorthwest; northeast cornerof TenthStreet Northeast; south sideof ThirteenthStreetSouthwest across State line into Kansas This event marked not only an important victory for American forces during their war against Mexico but also demonstratedAmerican superiority over Native Americans as well as establishing Ulysses S Grant as one of America's most noted National Monuments
