The first permanent settler in Cape Girardeau was Amos Davenport in 1819. He and his family built a cabin on the site of what is now the municipal building. In 1837, John Goodwin purchased land from the government for $1 million and named it "Cape Girardeau". The city was incorporated on May 25, 1847. Cape Girardeau has been called "the birthplace of democracy" because it played an important role in creating and promoting that form of government. In addition to being a hub for education and industry, cape girardeau also served as home to many political leaders during its early years including James Kieft (1812-1876), Andrew Johnson (1809-1865), Abraham Lincoln (1845-1921), Franklin D Roosevelt (1932-1945) and Jesse Jackson Jr.(1992-2004). The downtown district features several significant buildings including City Hall which dates back to 1847 and is one of the few remaining examples of Federal architecture from this period; State Capitol Building dating from 1907; Masonic Temple which was built in 1913;and Hammonds Drug Store which opened in 1925 as one of America's first grocery stores. Other notable buildings include: First Methodist Church erected in 1861; Old Cape Girardeaus High School constructed in 1922; African American Cemetery established in 1865; Euclid Avenue Baptist Church erected 1911;and Stonington Cemetery established 1914

The town of Cape Girardeau was platted on December 12, 1825 by David Wicker and his brother Ebenezer Wicker. The name of the town derived from the cape or point where the river current turns eastward near its mouth on theMissouri River. David Wicker had been born in Scotland and came to America in 1824 as part of General Ulysses S. Grant's army during the Mexican-American War; he served as captain of Company K (Yorktown Hall Regiment) 2nd battalion Illinois Volunteer Infantry under General Winfield Scott during that campaign and later as lieutenant colonel with Company F (3rd Battalion) 7th Regiment Kansas Volunteer Infantry under Major General Don Carlos Manuel de Urrea y Gabaldon before returning home to Prairie du Chien, Wisconsin on July 30, 1846 after campaigning for President Polk in that state’s presidential election that fall.
