As time passed and jobs moved away from Springfield due to technological advances or new industry developments (e.g., oil production), more people began moving back into Belton; however, small businesses continued to suffer because they could not compete with larger companies that had moved away during the previous decade-plus period of economic change in Springfield. In 1990, following decades of debate over whether or not Springfield should become an incorporated city within its own limits (it remained unincorporated until 1978), Springfield officially became an incorporated city under the name Belton City Limits Incorporation. Although some aspects (i.e., services provided by city government) remain controlled by Belton City Limits Incorporation while others are operated by either Springfield or Urbana governments respectively (the latter being responsible for fire protection and public works within city limits), overall municipal authorities have shifted control over certain key areas withinBelTON municipal boundaries towards those municipalities respective populations were more likelyto be comfortable with having authority over: policing and emergency services (Urbana citizens largely support this option given their experience with elected officials at City Limits Incorporation level); land use planning/land Use Reviewing which allows neighborhood associations greater say about how development occurs within their community boundaries – allocating resources better according to need rather than commercial interests; transportation options including but not limited to road maintenance/pavement repairs/emergencies ); as well as cultural events/festivals which are typically held outside “City Limits” jurisdiction but attract large crowds residing withinBelTON borders each year
