The Belton-St. Francois School District serves the town and surrounding rural areas. Belton was founded in 1837 by Methodist missionaries as a mission station for their faith on the eastern slope of the Rocky Mountains. The first settlers were white men from Kentucky who came to find a land of plentiful resources that would support their families and grow crops for export. In 1840, Colonel John Sutter established Belton as an Indian trade post with permission from the Great Sioux Chief Hidatsa. In 1849, when General James K. Polk became President of the United States and ordered all Native American reservations to be dismantled, Belton remained un affected because it was within military boundaries at that time. In 1870, Vice President Ulysses S Grant granted approval to build a Union Pacific Railroad line through St. Francois County and through Belton on behalf of railroad magnate Andrew Carnegie which created much economic growth in the area around Bellefontaine Railway Station which now anchors downtown Belton between First Street east of Highway 627 and Fourth Street west of Highway 627 (now part of University Boulevard). At about this same time also important development took place in other parts of St. Francois County with courthouse construction beginning in 1871 on State Route 9 upstream from Bellefontaine Railway Station; gristmill construction began on what is now known as West Main Street; lumberyards were built along Second Avenue northward from Bellefontaine Railway Station; and cattle drives occurred frequently through central and northeastern St. Francois County feeding these new mills until about 1925 when most operations shifted to larger towns such as Kansas City or Independence where transportation improvements made packing animals easier while maintaining quality control features more efficient during transport across long distances instead of having them delivered piecemeal over many miles over difficult terrain
