The community was founded in 1854 by white men from Louisiana and Arkansas who were forced to leave their homes during the American Civil War. Picayune grew quickly due to its position on the Yazoo River and its access to shipping routes. The town's first store opened in 1858. By 1860, Picayune had a school, Methodist Episcopal church, post office, hotel and several businesses including a sawmill and grist mill. In 1863, Confederate General Hindman burned down most of Picayune after attacking Union forces near Fort Beauregard. In 1865, white men from New Orleans arrived in Picayune with plans to develop it into a cotton plantation colony called "New Orleans Cotton Colony". The colonists were met with resistance from local citizens who sawPicayune as an opportunity for themselves instead of investing in new land development. However, the new settlers did not give up easily and by 1868 had built a flour mill and more than 30 houses. The city fathers finally realized thatPicayune would never become an important commercial center without better transportation services and they purchased two steamboats which they used to connect Picayune with other parts of the state. In 1894-1895, African Americans working as night watchmen on railroad lines between Memphis and Jackson staged a series of bombings throughout Mississippi against anti-lynching legislation being considered by the state legislature at that time. This action helped rally support for passage of this legislation into law before it could be considered by the state Senate however violence continued until 1895 when federal troops occupations ended all racial unrest in Mississippi
