The name "Petal" comes from a local swamp which served as a watering place for early settlers and their livestock. As cotton cultivation increased in Petal and other nearby communities, black people started to move into the area as well. By 1930, about 60% of the population were black. Many of these residents worked in agriculture or service industries such as transportation and catering. During World War II, Petal experienced some significant growth due to its proximity to military bases and shipyards in Mobile Bayou region. In 1945, it had a population of 3,500 and became an all-black city under Mayor James Akins III after he won an election against two white opponents who had accused him of being too supportive of race mixing. Akins' administration saw continued progress for Petal during the late 1960s and 1970s when integration began to improve throughout South Mississippi through legislation known as The Civil Rights Acts Of 1964 and 1972. This made it possible for blacks living in areas with large white majorities to gain equal rights without fear of retribution from white supremacists or discrimination from their own citizens. These advances culminated with passage of the Voting Rights Act Amendments Act (VRA) unanimously approved by Congress on August 5, 1965 - making Petal one of 126 US cities targeted for full compliance with Section 7(a) of the act prohibiting voting discrimination on account of race or color within any political subdivision within 30 days after notification by federal officials thereof (the deadline then was five days).
