This situation changed with passage of Jim Crow laws which prohibited black people from having any legal rights whatsoever within white communities across America; this period is often referred to as "the Great Migration." By 1970, fewer than 10% of residents identified themselves as black while more than 80% identified themselves as white; this pattern has not changed since then despite sporadic efforts by local officials to promote diversity among their population demographics).
