In 1830, Judge James Kenedy granted a charter to start a courthouse that would serve all Jackson County residents not only including those living within 12 miles (20 km) of its facilities but also those living beyond these boundaries who paid $1 per year per head for admittance which increased over time to $5 per year by 1832 when election results showed an overwhelming majority for citizens within their borders rather than remote outposts such as Jacksonville In 1836 Governor Alfred Vicks commissioned surveyor Ebenezer Howard to determine if it could be built without violating Indian land grants that had been given decades earlier by General Pontotoc before his removal from office In response to this request James Kenedy ordered his son Winfield Scott Kenedy II - namesake of modern day Scottrade Center -to purchase 640 acres (248 ha) northeast of downtownJacksonville from Asahel Pike for use as open space; development began immediately A schoolhouse/church known as Mount Olivet Methodist Episcopal Church / First Baptist Church was built on this site in 1840 along with barns, slaves quarters and other infrastructure needed for farming operations Kenedy donated additional land near present day Harrison Street/Old National Highway 41 southbound lanes between US 71 northbound exit ramp and US 81 southbound exit ramp which became home to several hotels during Prohibition Era while much more undeveloped today due primarily to lack of interest or investment
