The Town of Jackson voted unanimously to become a City on December 5th of 1852 after much lobbying by Mayor Thomas Ladd who had been elected to serve as mayor pro tem for the unexpired term of James Crain who had died suddenly earlier that year. The new City charter called for a limit of twenty-five thousand citizens within limits prescribed by Congress while also establishing various city hall functions including: police force; fire department; library; public works department; street cleaning and paving services; education department; parks and recreation department and more! Many things changed during those early years with few if any residents living beyond downtown or immediate surroundings other than merchants operating out of their stores or hotels which were located along Fifth Street between Market Place and Grand Boulevard which served as both commercial center for townspeople as well as providing access to many public services such as watermains, libraries, schools etc.? However like most towns throughout America during this time period there were several problems which caused tension between white settlers residing inland from African Americans while African Americans continued to live close by workingalground jobs picking cotton or fishing/farming?
