Clinton, Mississippi is a small town in Jackson County, Mississippi, United States. The population was 1,898 at the 2000 census. It is part of the Jackson metropolitan area. Clinton is located on the banks of the Pearl River. The first European to visit Clinton was French explorer and fur-trader Pierre Le Moyne de La Salle in 1692. He made a trading expedition upriver from Mobile to St. Louis in 1693 and noted that the river had no outlet into Lake Pontchartrain but emptied into the Gulf of Mexico near what is now Baton Rouge. In 1715, James Robertson built a sawmill on the riverbank east of present-day Clinton while he was exploring northwest Louisiana for Spanish interests; this mill continued operation until it was destroyed by flood in 1874. Clinton was platted as an agricultural community in 1854 by John Molineux with land donated by his brother Amos Aiken; Molineux named it after General Andrew Johnson's father-in-law (and later president). After passage of the Civil Rights Act of 1964, African Americans began voting in large numbers here beginning in 1965; more than 60% of all residents were black by 1990 when Barack Obama became President. Clinton has experienced some difficulty since its incorporation as a town: In 1984, voters passed a referendum calling for necessary changes to local government so that it could better serve its citizens' needs; these changes never took effect because then Mayor Harry Lee died before they could be put into effect.; In 2006, voters passed another referendum asking for annexation by neighboring towns due to zoning issues; this annexation failed due to lack of support from both towns' governing bodies.; and most recently, in 2016 when local officials repealed an ordinance designed to keep handguns out of common use within town limits after public outcry
