Most of these refugees ended up living in poorhouses or working on plantations until they could find new homes or sold their property back to their original owners. After Reconstruction ended south Carolina seceded from the United States; Mississippi did not follow suit so much as it delayed secession until after a long series of legal challenges that included an unsuccessful effort by president Ulysses S Grant to have Congress pass a bill giving him authority to do so unilaterally (he had been commander-in-chief during most of Reconstruction). This delay allowed African Americans time to gain political power and solidify their social stability before trying again to organize themselves into states within US borders. This process began with Memphis' Mayflower Club—made up largely of freedmen—and continued through black mayors, state legislators, bankers and businessmen who formed councils responsible for major issues facing black Mississippians such as education (the first black bank manager in Mississippi), job security (federally Mandated desegregation coverage was given only to white employees starting with 1963) and industrial development (a local oil field became one of earliest successful Black businesses in America). In 1960–1961 Lewis Powell led an ethnographic study documenting traditional Black life along with his work on "The Negro Family", which documented how African Americans operated within capitalist society while maintaining essential elements unique unto them—such as tie-dyed clothing styles common among slaves but dying out among free Negroes; paternalism between master/slave relationship; headhunting activities common among all Races but especially among free Blacks considered particularly hazardous by whites due both practical considerations (eases capture when escaping) plus romantic ones because women could often provide economic support for runaway husbands
