As part of this change, Clarksdale became part of Hinds District #1 which consisted of Memphis and all surrounding counties including Claiborne (now Opelousas) Parish within that district In 1861, following Reconstruction following the American Civil War, Hinds District #2 was established which excluded Clarksdale from government control . By 1870, however, due to increasing cotton production within Hinds County caused by railroad development along Interstate 10 , both Claiborne Parish east of US Highway 90 (I-10) and Clarksdale were annexed into Hinds District #3 which included all remaining rural counties east of I-10 . This annexation created much pressure on local politicians to provide more services such as education or housing for their constituents . Despite this challenge posed by outside forces at times throughout its history , Clarksdalians have always taken pride in their community culture and have worked hard to preserve its historical significance . With today’s economy struggling statewide particularly since 2007’s economic crisis , many residents are working to maintain traditions like traditional black music gigs or caroling while they still can at night while others are looking towards opportunities beyond agriculture or manufacturing jobs outside Mississippi .. Many people also celebrate special occasions like Christmas or Easter even if they don't live close enough to do so ..
