Through this experience, Donny learned more about handguns than he ever could have imagined and developed an intense interest in them as an adult. Donny Wicklund now owns several collections including pistols (including some historical examples), shotguns, rifles and ammunition items related to firearms history. Brought about by Act No 527, approved February 12th 1815, Congress appropriated $5 for each man to be paid out annually for four years into an " American Fund" to be used for "…purposes connected with carrying on intercourse between this country and Europe." This act provided not only financial security but also military protection for Americans living along Mobile River and its tributaries during the height of slave trading activity across that frontier region; activities that eventually led to Reconstruction following America's Civil War In 1847 Judge Augustus Ewing ordered construction begin immediately upon issuance of his Special Land Grant #653 issued under US Public Law 454 to James Mclntyre Prentice which included: "the tract lying between latitude 10 degrees 30 minutesnorthwest (the extreme point northward thereof) and longitude 82 degrees 30 minuteseast (the extreme point southward thereof)." The grant extended 3/4 mile (1 kilometer) wide at its widest point – making it one of largest ever awarded at that time - followed by other grants totaling 829 acres (309 hectares) over three years including: 640 acres (24 hectares) granted throughspecial order no 7043 dated November 11th 1850 by John Crain as part of Alcorn Plantation District No 196; 614 acres(25 hectares) granted through special order no 7460 dated October 21st 1851 by Elijah Lovejoy as part of Choctaw Nation District No 9; 593 acres(223 hectares) granted through special order no 7520 dated December 5th 1851 by John Fenton as partof Yazoo Nation District No 22 & 279 acres(114 hectares), comprising present-day eastern sideof downtown Biloxi Bayou opposite Louisiana Street elevation change line extending northeasterly 4 feet (.13 meters), plus an additional 283 acres(115 hectares), situated easterly 6 feet (.2 meters) above mean high water mark adjacenttoBayou Pontchartrain within limits herein assigned…." These large grants would become known collectively as Gullah Lands…. beginning with Gullah Land Grant dated January 1st 1848….. Property remaining Unleased after December 31st 1865 was sold back to original owners/grantees under provisions set forth therein During much OF THE LAST CENTURY THERE HAS BEEN CONSTRUCTION GOING ON IN DOWNTOWN BILOXI THAT WAS PREVIOUSLY NEGOTIATED BETWEEN THE CITY AND THE STATE OF MISSISSIPPI AND NOW OWNERS OF REAL ESTATE ARE RELYING UPON NEW ORGANIZATIONS TO GET FINANCIAL CONSIDERATION FOR THEIR PROJECTS WHICH INCLUDES A MEDICAL SITE AND A RESTAURANT…. STREETS NEAR TOWN ARE COVERED IN WATER CLOVER WHICH HELPING TO KEEP THEM DRY AS WELL AS PROTECTIVE HABITS OF GAZA PEOPLE WHO LIVE HERE……… BILOXI IS NOW ONE OF MANY CITIES WITH SUBSTANTIAL POPULATION THAT FACE LARGE HAZARDS FROM FIRE BUT ALSO RUN INTO STORIES OF HEROISM WHEN PEOPLE COME TO HELP OUT OTHER CITIZENS WHEN THESE EVENTS OCCUR
