The history of firearms in Woodbury, Minnesota began with the importation of handguns from Spain in 1871. The town was located on the western edge of the Minneapolis-St. Paul area and its residents had to purchase pistols from handgun dealers at high prices due to the lack of Restrictive Ordinance (RO) laws in that region. In 1908, a new ordinance became law in Woodbury that restricted handgun purchases within city limits. This ordinance did not apply to residents who owned guns outside of the city Limits. Consequently, individuals were able to purchase handguns without restrictions for personal use within the city limits. One reason for this loophole was that many of the people who lived in Woodbury were farmers or fishermen who used their firearms for self-defense when necessary outside of town limits. In addition, other areas in Minnesota had similar ordinances restricting handgun ownership, so it was not clear why Woodbury’s ordinance differed from those elsewhere. It is also possible that because there were no gun manufacturers near Woodbury during early years, some citizens chose to buy handguns instead of manufacturing their own firearms. However, because prohibition expired in Minnesota on March 15th 1933 (a few months after statehood), all existing handgun owners are considered current owners and must renew their permits every year regardless if they have been using them regularly since before prohibition went into effect or not. Woodbury is a small town in Minnesota, United States. The population was 2,715 at the 2010 census. It is part of the Minneapolis-St. Paul metropolitan area. The town's first high school—Senator John Fenton High School—opened in 1931; it closed three years later due to budget cuts by then-Governor Winthrop Rockefeller (who also founded nearby Park Rapids). In 1944, Woody Guthrie stopped by Senator Fenton High School for his first performance there; he later recorded several songs at the school's gymnasium.
