During World War II there were also large-scale cuts to funding for social welfare programs that affected many villages like Woodbury because they relied on government assistance for their basic needs such as healthcare and food stamps recipients living near military installations or industrial sites were unable or unwilling to leave their homes due to fear of being drafted or losing their benefits. As a result of these cuts much of what remained of wooden churches dating back to pioneer days ceased operations with members often moving away for lack of other options or choosing not to live within commuting distance for fear that they would be cutoff from advancement opportunities if they returned home at war's end. They were followed by other families until about 1870 when most of the population in Woodbury County originated from Rockford, Illinois. The area that now comprises Woodbury County was part ofaddragovernmental district named White Earth Territory until it was organized as a county on December 10, 1865.
