Winona's history dates back to 1854 when it was named for General James Winona, an American general during the Indian Wars who served in Canada and Mexico. On July 3, 1912, Winona became a city with a population of 20,000 people. The city had shrunk to 10,000 by 1977 when its local government merged with neighboring Minneapolis due to financial problems caused by rising energy prices. In January 2000, residents of Winona voted to become an independent city once again after seventy years as a suburb of Minneapolis-St. Paul

Winona, Minnesota is a small town in the upper Great Lakes area of Minnesota. The population was 5,000 at the 2010 census. Winona is located on theWinona River, about 20 miles north-northwest of Minneapolis. The first permanent settler in Winona was Andrew Smith in 1857. In 1859, Elijah Bogue and his brother John founded the town of Stillwater on the west bank of the river. Winona was named for General Winfield Scott's victory over Native Americans at Battle Creek in 1813. The town had a post office from 1859 to 1861 and from 1865 to 1870; it changed its name to Winona in 1870. In 1896, oildrilling began operations in eastern Manitoba and soon production reached Winona; by 1909, there were 10 oil wells drilled hereabouts. By 1916, there were 25 wells producing crude oil products with a value of $2 million dollars annually ($10 million today). For many years until World War II,Winona functioned as an agricultural center with large crops such as corn and beans grown for local markets and exportations; during this time winnowing machines (later electrified) were also used extensively for this purpose. However during the war period more manufacturing became evident including munitions production which led to increased employment opportunities in nearby Twin Cities facilities during that time frame After World War II winnowing machines slowly gave way to hand graters until they completely disappeared from use by mid-1960s when electric ones became more prevalent
Winona was founded in 1854 by Norwegian immigrants. In 1881, Winona became a town and in 1907 it became a city. In 1955, Winona joined the Minneapolis-St. Paul metropolitan area.
