During World War II, Winona played an important role within the United States Military thanks to its location at the heart of Allied strategic bombing campaigns against Nazi Germany during the war's early stages (1939-1945). Many important scientific accomplishments were made at this time at Western Electric Laboratories including development of radar technology and atomic weapons research; however, much of these work took place outside of Winona due to wartime restrictions on emissions fromanches

Winona was founded in 1851 by Norwegian immigrants, and served as the county seat of Winona County until 1887. The city was named for Winona Lake, a tributary of the Mississippi River. The first post office opened in Winona on November 1, 1851. In 1870, the river levels rose so high that the town was abandoned and its residents migrated to nearby Duluth. In 1907, the city became a university town when St. Cloud State University moved to Winona from Minneapolis. The university continued to operate until it merged with Minnesota State University–Mankato in 1998. In 2007, St Cloud State University withdrew from the urban campus and all students relocated to various off-campus locations across Minnesota. Today, only a small portion of downtown is still occupied by the university while most of the buildings are used as commercial or residential properties surrounding an active park/parking lot known as Campus Martius which also contains some retail businesses
