After being abandoned for many years due to financial problems and low population growth, a new post office called Griggs was established on July 24, 1907 by Drury Waddell with a mail service from Minneapolis via Griggs Falls on the Mississippi River as part of his efforts to revive agriculture throughout Minnesota during World War I. In 1912–1913 local farmer Jens Jensen organized a series of cattle drives that brought new settlers into the region and laid down some initial groundwork for what would become Winona as an agricultural community today (). Winona's commercial center began evolving after World War II when businesses such as KFC moved into what are now downtown blocks between State Street and First Avenue North; Pinckney's Department Store opened along First Avenue North in 1947; Allstate Insurance Company became one of Winnnable's largest employers with its flagship store located on State Street just east of Interstate 94 in 1957; Pioneer Hi-Fi Radio opened its first retail shop inside Allstate Headquarters shortly afterwards (); Nordstrom Inc., Macy's Inc., Sears Holdings Corporation (), Kohl's department stores (), Belk Stores (), JCPenney () merged into Sears Holdings Corporation (); H&R Block () opened up shop inside Nordstrom Headquarters soon afterwards (). Nordstrom left Winnnable following its purchase by Dicker Sporting Goods Co., Ltd.; however other department stores continued operations such as Macy's/Belk/(JCPenney)), Sears Holdings Corp./Kohl's/, etc.; these changes eventually led to downtown block redevelopment that continues to this day (). In 1984 Strom Thurmond announced his candidacy for president and won re-election against incumbent Ronald Reagan with over 60% of the vote in what remains one of America’s most bitter presidential elections (). After Thurmond’s election win locals developed plans for developing Thurmond Park (), which included building new shopping malls within reach ol Winnnable proper (); however development never came about as planned because state legislators refused permission from Governor Jesse Ventura () . Consequently, only two small parcels near downtown were developed: One parcel went towards renovating Denny Hansen Plaza across First Avenue North from Target Field;; another parcel became home to Playland Americana amusement park ().
