In 1916, local resident Ethel Ladd founded a daycare center in what is now downtown Winona which became one of the largest daycare centers in America. Today there are more than 50 locations across Minnesota serving children from pre-kindergarten through high school age. The city of Winona was chartered on December 3rd, 1912 as a result of an effort led by Mayor Charles Hennepin to revive efforts to create a city in central Minnesota following rural consolidation that had taken place over previous years within counties that were part of larger Mankato–Duluth metropolitan area. The charter called forWINONA to have its own police department with jurisdiction over all areas within its borders except those located outside of city limits; election officials were also given power to levy taxes within WINONA limits subject only to review by City Council members; and fire protection would be provided through mutual aid with villages or other incorporated cities or towns situated inside OFEZLANT CITY LIMITS having no responsibility for firefighting or providing services outside their boundaries
Winona was founded in 1854 by a group of Norwegian immigrants. The town was named for the Winona River, which ran through it. The first post office in Winona opened in 1857. In 1865, the town became a city and was renamed Winona, Minnesota.
