In 1916, Winona established itself as an independent city and began to grow rapidly due to its location and business opportunities. That same year, it annexed neighboring townships for municipal purposes and began planning for annexation into larger cities such as Minneapolis or Chicago; however, these plans never came to fruition because Minneapolis refused to annex Winona without gaining assurances from then-Mayor Julius Kahn that certain services would be provided within the new city boundaries (such as police protection). It wasn't until 1949 when Mayor Julius Kahn persuaded US President Truman to change America's borders so that all American territories became fullfledged cities with their own mayors (thus creating Milwaukee County) that annexation plans were revived and completed successfully - leading eventually to Winnie becoming one of America's most populous municipalities by 1990. Today, Winona remains an unincorporated community with a few thousand residents who rely primarily on agriculture for income and culture
