In 1989, Minnesota passed legislation that authorizedriver storage projects along its borders in order to improve water availability for downstream communities affected by climate change. The White Bear Dam Collection Zone was established at Whitebear Lake in order to manage this new source of supply while also protecting vulnerable ecosystem functions such as spawning salmonids from over- collection or destruction by boat traffic). White Bear Lake was named after the white bear that hunted in the area. The first settler to live on the lake was John Armstrong, who arrived in 1871. The population of White Bear Lake grew quickly and by 1903 there were over fifty people living on the lake. The first dam was built on White Bear Lake in 1907 and it stopped water flow from the lake for a number of years. A second dam was built in 1936 and still doesn't provide enough water to cover all of White Bear Lake. In 1954, a third dam was built which now provides most of the water needed for White BearLake.
