The Pauxa people also traded with other tribes and scavenged for materials along the riverbank where they lived until about 1800 when white settlers began living in present-day West St.Paul and its environs, primarily fur traders and farmers looking for land to settle or trade for goods such as furs or firearms necessary for warfare against Native Americans living near them on the Great Lakes region including those of today'sMinnesota and Northwestern Ontario (today'sWisconsin). In 1851, United States Congress passed an act authorizing construction of a wagon road through what are now Minnesota and Wisconsin that would connect Chicago with Boston via Lake Michigan creating one of America's most important transportation corridors connecting east to west while bypassing northern Illinois Territory which was then under French control as part of much larger colony known as New Francerosettlement which also included parts ofnowMinnesotaandNewYorkstateas wellaspartsofOntario(today'sCanada). This road was completed by 1853 becoming known as "the Northwest Express" linking Chicago with Seattle, Portland, Oregon and points beyond making it one of America's early transcontinental highways helping drive economic development throughout much of North America during this period before railroads became dominant later in this century replacing these waterways asmajor modesof transportation leaving many small towns like West St..Paul without any major highway access or commercial opportunities important enough to supported two major cities within their boundaries let alone two separate metropolitan areas
